Key Areas of Compliance Under BCAR

Essential regulations you need to follow

Structural Safety (Part A)
  • Your home must be built to withstand loads like wind, weather, and occupants.
  • Professional certification from an engineer or architect is needed to confirm compliance.
  • Proper fire-resistant materials must be used.
  • Safe escape routes, fire doors, and smoke alarms are mandatory.
  • Apartment buildings and multi-unit homes require additional fire safety measures.
  • Homes must comply with Nearly Zero Energy Building (NZEB) standards.
  • High-performance insulation, airtightness, and energy-efficient windows are required.
  • Renewable energy sources (such as solar panels or heat pumps) must be integrated into new homes.
  • Proper ventilation prevents dampness, mold, and poor air quality.
  • Mechanical ventilation may be required, especially in airtight homes.
  • New homes must be accessible for all, including wheelchair users.
  • Features include level entryways, wider doorways, and accessible bathrooms.
  • Homes must have adequate sound insulation between rooms and neighboring properties.
  • Water, heating, and electrical systems must be safely installed.

BCAR: What You Need to Do

Step-by-step process for compliance

Submit a Commencement Notice

Before construction begins, you must file a Commencement Notice via the Building Control Management System (BCMS). This includes: Plans and drawings. A Design Certificate from a registered professional. A Notice of Assignment for an Assigned Certifier and Builder.

Keep Records & Inspections

Regular inspections must be carried out by the Assigned Certifier. Compliance reports and photographic evidence must be maintained.

Obtain a Completion Certificate

Before moving in, a Certificate of Compliance on Completion must be submitted and validated by the local authority. This confirms that your home meets all Building Regulations.
